Due to a local decoding problems at the SSEC Data Center, driftying buoy winds 
sometimes gave an erroneous high wind value. The problem started on May 29, 2008
(Julian day 2008150) and was resolved on July 8, 2008 (Julian day 2008190) at 
16 UTC.
