Each folder contains ship forecasts for a given year for several ships Antarctic going ships
However, the folders also contain weather observations made by the Polar Star, with the format POLAR_STAR_WX_OBS_DDHHMM_MONTH_YEAR.txt
The date and time in the filename are the time of the observation. However, within the files, you may find that the date and time 
given in the report (format: BBXX NBTM DDHHW, where W is the wind observation type, DD is day in UTC, and HH is hour in UTC) is different
from the time given in the filename. In the event that they differ, trust the filename date and time, as they are sometimes incorrect in the report.
The creator of the file can verify the date and time based on when the report was receieved.
